Transnational relations are defined unrelated to the separate identities of the national state and nationalism whose boundaries cross.

If you play international chess tournaments, you will be identified as a member of a national federation, which you will «represent». The same happens with organizations as the International Cooperative Alliance: it is the result of the union of a number of national federations and confederations. Any international organization has the shape of a decentralized network where each layer represents a territorial level and a particular national identity.

Even in international networks you will be an Spanish, French or Argentinian member. So, national identity will be constituent from the beginning and natinonal topics, loyalties and expectations will be expected from you.

Transnational organizations and communities are not based on «national» sections or representatives.

A cooperative agreement between a Spanish coop and a Portuguese coop is an international agreement. A cooperative structure, whose members and activities take place in different places, some under jurisdiction of the Portuguese state, some under jurisdiction of the Spanish state, is a transnational cooperative.
